Scholarship Program Guidelines
For AFCEA Chapters interested in establishing a local scholarship program, the following general guidelines are provided.
I. The chapter obtains IRS Code 501(c)(3) status through the Foundation office for an educational program with a separate Employer Identification Number (EIN). Establish a separate bank account to receive contributions and document educational disbursements and expenses. Chapter 7 in the AFCEA Chapter Handbook has a detailed explanation of these procedures .
II. The chapter decides on the eligibility criteria for scholarship(s) or grant(s).
For example, the Educational Foundation's national scholarships require that the candidate be a U.S. citizen, enrolled as a sophomore or junior in a four-year accredited college or university, and major in the following C4I-related fields of electrical, computer, chemical, aerospace or systems engineering; electronics; mathematics; computer science; physics; science or mathematics education; technology management; or management information systems. Majors directly related to the support of U.S. intelligence enterprises or national security with relevance to the mission of AFCEA will also be eligible. A GPA of 3.4 on a 4.0 scale is specified to encourage applications from academically competitive candidates.
Consideration should be given to scholarships that provide educational assistance and incentive for excellence in disciplines that support the goals and mission of AFCEA, typically related to C4I and Information Resource Management (IRM). Majors in business, pre-med, humanities, for example, while commendable, do not.
III. AFCEA membership should not be a requirement for scholarship eligibility.
The effort to create a scholarship in which one criterion is membership in AFCEA is not worth the possible perception that the scholarship program is operated as an inducement for membership. Scholarship programs advertised chiefly through mechanisms which would be seen by AFCEA members would seem to serve the purpose of reaching the desired candidates without creating the appearance of conflict.
IV. The chapter decides on what student body population will be addressed for the scholarship(s). This might be high schools, colleges, enlisted personnel, etc.
V. The chapter determines the dollar value of the individual grant(s) or scholarship(s). The choice is between offering fewer scholarships at a higher amount or more scholarships at a lesser amount. The pool of eligible candidates should contain a reasonable number of applicants in order to ensure a competitive process.
