Ms. Burns has more than 29 years experience working across the Intelligence Community in the U.S. Navy and in private sector, including 19+ years experience in signals intelligence analysis, research, technical reporting, linguistics, and surface, subsurface, and airborne Navy direct support operations and Joint service support. She has additional technical knowledge and expertise in geospatial intelligence, space systems operations, systems design and development, satellite broadcast communications, and cybersecurity. She has significant experience in customer interface at NRO, NGA, NSA, DoD, DHS, Combatant Commands, Systems Commands, and tactical military units - both in the U.S. and Allied Nations.  She served for 20 years in the U.S. Navy Cryptologic/Information Warfare community, including tours of duty across the Naval Security Group, at U.S Pacific Command/J2, and at the NRO.
 
Her technical background includes systems engineering experience from the developer’s and user’s point of view, experience in Six Sigma, ITIL, and CMMi methodologies and experience in all aspects of the acquisition life cycle as a Program Manager and Operations Lead. She has expertise in strategic communications, marketing, organizational change management, process re-engineering and improvement, program management and strategic planning. She has led corporate participation in trade shows, customer demos, advertising, technical literature development and program and technology branding. She is a polished and professional speaker and writer, and an experienced briefer and facilitator. For the past 7 years, she been serving as a Business Development (BD) professional in positions of increasing responsibility, currently as a BD Director for a $300M/yr business unit.

She has a Master of Science Degree in Public Administration from Central Michigan University and a Bachelor of Arts Degree in Business and Management from University of Maryland.
