Ms. Mary Whitley ICF International Industry Representative Mary G.R. Whitley joined ICF International in 2009 as the Senior Vice President responsible for leading its Health Informatics Division. Ms. Whitley manages all aspects of operations including strategic planning, business development, bid and proposal, administration, customer services and support, and human capital development. ICF provides Federal customers with high levels of domain expertise in the area of Health Informatics, including Grants Management, Bioinformatics, Scientific Computing and Support, Survey Research and Evaluation, Disease Prevention and Health Communications coupled with information technology solutions that support these functions.
Prior to joining ICF, Ms. Whitley was a Vice President and General Manager at UNISYS, MAXIMUS, and Cogent Systems and was responsible for providing IT services and support to Federal clients including DoD, VA, EPA, GSA, and NASA. Services provided under her leadership included identity management and credentialing implementation services, IT systems integration, infrastructure services, custom web application development, outsourcing, and security consulting for Federal customers.
Ms. Whitley retired from the Federal Government as a Senior Executive in January 2004 after 27 years of service. She served as the Assistant Commissioner for Customer Relationship Management (CRM) and Sales for the Federal Technology Service, General Services Administration (GSA) for four years. During her tenure at GSA, Ms. Whitley also served as a Senior Program Manager and Director in the Federal Systems Integration and Management Center (FEDSIM) and Deputy Assistant Commissioner for the Office of IT Solutions within FTS. As Deputy Assistant Commissioner, Ms. Whitley was the Chief Operating Officer for ITS while it provided more than $3B per year in worldwide technical and procurement assistance to Federal agencies in all areas related to the acquisition, integration, development, management, and use of information systems and technology.
Prior to joining GSA, Ms. Whitley served 11 years as an Army transportation and logistics officer. She has a B.S. Degree from the U.S. Military Academy at West Point, a Masters Degree in Systems Management from the University of Southern California, and is a graduate of the program for Senior Executive Fellows, John F. Kennedy School of Government, Harvard University. She is a 1999 Federal 100 Award Winner.
