Our firm's ethos is to provide cost effective legal representation to small and mid-sized government contractors. Matross Edwards started as a bid protest litigation boutique and since then, we have expanded our services to include a broad range of issues in government contracts and cybersecurity law. Our primary goals are to help small and mid-sized government contractors grow their business, to resolve issues as they arise, and to preserve your relationships with agencies and partners.
GovCon Practice: We counsel and represent small (8(a), WOSB, SDVOSB, HUBZone, etc.) and mid-sized government contractors on navigating the complex world of doing business with the federal government. Focused practice includes litigating bid protests before the Government Accountability Office (GAO), the U.S. Court of Federal Claims (COFC), the U.S Court of Appeals for the Federal Circuit, and Federal agencies (including FAA Office of Dispute Resolution for Acquisition), solicitation review, debriefing counseling, claims and disputes, teaming and joint venture issues, mentor-protégé agreements, and matters before the Small Business Administration (SBA), such as size protests and NAICS appeals. Cybersecurity Practice: We counsel and represent companies--both government contractor and commercial clients-- on various cybersecurity issues including, data breach incident response, data protection, cyber planning, policies, cyber insurance, regulatory compliance (NIST SP 800-171, DFARS, etc.), and privacy issues. Select Experience: Represented a small business IT services contractor in a bid protest appeal before the U.S. Court of Appeals for the Federal Circuit. Represented small business in an SBA size protest, which resulted in the SBA finding that the awardee was affiliated with a foreign multinational corporation. Represented mid-sized professional services contractor in bid protest before FAA ODRA. Represented SDVOSB in a DoD agency bid protest. Advised small business following a data breach, including counsel related to FBI contact, client notification, and ransom demands Counseled and represented a growing cybersecurity consultancy firm in negotiating/drafting a variety of contracts, including master services agreements (incident response, security audit, pen testing), strategic alliance agreements, and vendor agreements. Advise clients on compliance with federal procurement laws, Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and RFP/RFQ requirements. Counsel and represent clients in various cybersecurity issues, including, cyber insurance, contract drafting/review, data protection, data breach, and privacy issues. Serve as outside general counsel to small and mid-sized businesses. Counsel and represent clients in a variety of general business issues such as, contract drafting/review (e.g., MSA, JV, subcontract, NDA, consulting, and service agreements), risk analysis, disputes, policies, cyber insurance, and regulatory compliance.
