A 2023 AFCEA International Award winner, Stacy Vaughn is a top leader of the chapter. She serves on the chapter’s board of directors and holds the position of vice president of small business. As such, she was a key player in the planning of the 2023 Homeland Cyber Security Conference, serving as a volunteer for all three days and conducting a business-to-business session with large businesses mentoring smaller ones. She spent countless hours on the phone ensuring participation in the session and found a new AFCEA member to mentor and serve as her co-chair. Her success in this venture motivated AFC

EA International to ask her to consult with them on future business-to-business sessions. Vaughn was also instrumental in helping to review “lessons learned” from the event. Like many others in the Atlanta Chapter, Vaughn contacted the Augusta Chapter leadership to request to serve as a volunteer at TechNet Augusta. The Augusta Chapter appreciated her initiative and assigned her volunteer blocks to support.

Vaughn serves as a managing partner of the D-Unity Group, a service-disabled veteran-owned small business. Previously, she worked for L-3 Communications ILEX, AMECO, Northrop Grumman, Lockheed Martin and Titan Systems-Validity. With over 20 years’ experience in federal government contracting and 30+ years contracting and personnel experience overall, she provides diverse businesses with the necessary tools and direction to compete for government contract opportunities and ensures a cradle-to-grave process of compliance of state, local and federal contracts.

Vaughn also provides turnkey solutions and strategic planning to small businesses that enable them to partner and build long-term alliances with medium and large organizations. For example, she teamed with IBM to establish requirements, objectives, plans and a budget for a $5.5 million contract and played a key role in developing another $2.5 million military hardware/software bid. She developed and introduced a new material purchasing and tracking system for Northrop Grumman’s contract with the U.S. Department of Defense and successfully maintained tracking of $2 million of information technology equipment for 100+ users at Guantanamo Bay. She set up operations in three locations in Iraq to support the warfighter and managed personnel, timeline and implementation of a $1+ billion, five-year agreement for the U.S. military in Iraq. She also served as liaison officer and lead contract mediation and negotiator for a $12.4 billion communications company and defense contractor in which she directed a 10-member team and a budget of $1.5 million. Vaughn holds an MBA from the University of Phoenix and a Bachelor of Science in Human Resources from the University of Arizona.

In recognition of her dedication to the chapter and AFCEA International, along with her professional accomplishments, AFCEA proudly names Stacy Vaughn AFCEAN of the Month.
