The Communication "Unleashing the Potential of Cloud Computing in Europe" states that the Commission will develop with stakeholders model terms for cloud computing service level agreements for contracts between cloud providers and professional cloud users. Standards to avoid silos and fragmented markets.

Many of the security risks associated with cloud computing are related to the so-called loss of control. Over the years, organisations have advocated for a balanced approach to cloud computing, wherein cloud providers, customers, and policy makers work together to increase assurance, trust, transparency, and accountability in the cloud market.
