Building on early information warfare theory, including the work of Martin Libicki, this AFCEA Cyber Committee white paper explains how artificial intelligence (AI)-enabled influence operations do more than accelerate misinformation; they make manipulation of the interpretation layer scalable, personalized and adaptive. This paper leverages the National Institute of Standards and Technology (NIST) Cybersecurity Framework to propose a practical framework that helps organizations detect, assess, protect against and recover from threats to decision integrity in the current geopolitical environment.
