Delta Solutions & Strategies LLC, Colorado Springs, Colorado, has been awarded a $186,663,348 cost-plus-fixed-fee task order (FA2518-22-F-0030) to previously awarded contract 47QRAD19D1002. This task order is for Headquarters U.S. Space Command consolidated advisory and assistance services support. The acquisition was competed using the General Services Administration’s One Acquisition Solution for Integrated Services Small Business Pool 1 contracts, and 11 proposals were received.  Work will be performed in Colorado Springs, Colorado, and is expected to end Aug. 21, 2027. Fiscal 2022 operations and maintenance funds will be obligated at the time of award. Management Services Group Inc.,* Virginia Beach, Virginia, is awarded a $27,919,743 firm-fixed-price modification to previously awarded contract N00024-20-C-5608 to exercise options for Network, Processing, and Storage Technical Insertion 16, Modification 1 production equipment, spares, and engineering services. Work will be performed in Virginia Beach, Virginia, and is expected to be completed by February 2025. This contract combines purchases for the U.S. government (78%) and the government of Australia (22%) under the Foreign Military Sales (FMS) program. Fiscal 2022 other procurement (Navy) funds in the amount of $12,688,709 (44%); fiscal 2022 shipbuilding and conversion (Navy) funds in the amount of $8,378,147 (30%); FMS (Australia) funds in the amount of $6,152,185 (22%); fiscal 2020 shipbuilding and conversion (Navy) funds in the amount of $299,727 (1%); fiscal 2021 other procurement (Navy) funds in the amount of $286,651 (1%); fiscal 2019 shipbuilding and conversion (Navy) funds in the amount of $94,513 (1%); and fiscal 2020 other procurement (Navy) funds in the amount of $19,811 (1%) will be obligated at time of award, and $19,811 will expire at the end of the current fiscal year. Cherokee Nation Strategic Programs, Tulsa, Oklahoma (HDTRA122D0001); Advanced Research Associates Inc., Alexandria, Virginia (HDTRA122D0002); Parsons Government Services International Inc., Centreville, Virginia (HDTRA122D0003); Black & Veatch Special Projects Corp., Overland Park, Kansas (HDTRA122D0004); and Valiant Global Defense Services Inc., San Diego, California (HDTRA122D0005), are each being awarded an indefinite-delivery/indefinite-quantity, multiple award contract for the Assessments, Exercises, and Modeling and Simulation Support (AEMSS). The maximum dollar ceiling including the base period and option period for all five contracts combined is $850,000,000. Work will be performed at various locations throughout the world. Task orders issued may be for a duration of one year past the last ordering date of the contracts. Funding will be obligated for each task order and no funds are obligated on the basic contracts. L-3 Communications Vertex Aerospace, Madison, Mississippi, is awarded a $23,467,814 modification (P00021) to a previously awarded, firm-fixed-price, indefinite-delivery requirements contract. This modification extends services and adds hours for continued depot level maintenance, logistics, and sustaining engineering services in support of the C-12 Navy aircraft and the C-12 Marine Corps Reserve aircraft. Applied Physical Sciences Corp., Groton, Connecticut, has been awarded a $16,694,977 modification (P00009) to a cost-plus-fixed-fee contract for Phase 3B of a research project for undersea sensing systems. The modification brings the total cumulative face value of the contract to $45,428,932 from $28,733,955. Work will be performed in Groton, Connecticut (91%); Orange, California (5%); and Woburn, Massachusetts (4%), with an expected completion date of October 2023. Fiscal 2022 research, development, test, and engineering funds in the amount of $16,694,977 are being obligated at time of modification award. This contract was a competitive acquisition in accordance with original broad agency announcement HR001117S0034. Northrop Grumman Corp., Space Systems Sector, Dulles, Virginia, has been awarded a $22,145,129 cost-plus-fixed-fee undefinitized contract for the Rapid On-orbit Space Technology Evaluation Ring (ROOSTER) effort. This contract provides for the delivery of a ROOSTER space vehicle, a multi-manifest rideshare satellite supporting operational and prototype missions in a geostationary orbit and maturing technology needed to conduct on-orbit refueling for future missions. Work will be performed in Dulles, Virginia, and is expected to be completed by Feb. 28, 2026. This award is the result of a sole-source acquisition. Fiscal 2022 Space Force research, development, test and evaluation funds in the amount of $4,200,000 are being obligated at the time of award. U.S. Space Force, Space Systems Command, El Segundo, California, is the contracting activity (FA8814-22-C-0004).

Grammatech Inc.,* Ithaca, New York, is awarded a $27,568,205 cost-plus-fixed-fee modification (P00007) to a previously awarded contract (N00014-21-C-1032) for the effort entitled, “Matured and Enhanced Total Platform Cyber Protection (TPCP) Technologies for Improved Security (METIS).” This modification provides for the execution of Options II and III. Work will be performed in Ithaca, New York, and is expected to be completed 12 months from date of option exercise. This action brings the cumulative value of this contract to $27,568,205. The total value of Option II is $6,893,203, and the total value of Option III is $6,893,002. Option II will be fully funded in the amount $6,893,203, and Option III will be incrementally funded in the amount of $5,460,611. The remaining funds in the amount of $2,586,186 provided under this modification will fully fund Option I previously exercised. Fiscal 2022 research, development, test and evaluation (Navy) funds in the amount of $14,940,000 are obligated at time of award and will expire at the end of the current fiscal year. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of July 26, 2027.
