Cyber Workforce Rotation Program Is Open for Applications
Through April 24, the 2025-2026 cohort for the government’s Cyber Workforce Rotation Programs is open for applications. Military civilians, industry and other federal workers in the cyber and information technology (IT) fields can apply to the programs, the Defense Department’s Chief Information Officer (CIO), Kirsten Davies, announced this week.
There are two programs at the department to which workers can apply:
- The Office of Personnel Management Federal Rotational Cyber Workforce Program (FRCWP)
- The Department’s Cyber and Information Technology Exchange Program (CITEP)
“We are thrilled to announce the upcoming 2025-2026 cycle for our cyber workforce rotation programs,” the CIO’s office said in a statement. “These programs are designed to develop and retain the cyber talent necessary to maintain a strong defense posture and effectively defend against enemies foreign and domestic.”
Encouraging participants to apply, the office emphasized the benefits to the rotational programs, including the chance to master new skills or strengthen existing skills in different environments outside of their current areas, building relationships with other cyber professionals and gaining insights into the culture and approaches of other cyber and IT organizations.
“Tailored experiences offering a structured yet flexible pathway to achieve your unique professional development goals,” the CIO’s announcement noted.
Examples of organizations in the programs seeking placements include the U.S. Marine Corps Forces Cyberspace Command, the Defense Technical Information Center, U.S. European Command, U.S. Indo-Pacific Command and the Defense Information Systems Agency.
The CIO’s office is also encouraging organizations and companies to offer posts in their offices for participants.
“Cultivate cyber experts through rotations, driving growth, engagement and a learning culture that attracts and retains top-tier professionals,” the announcement stated, in regard to the possible benefits to organizations participating in the programs. “Create immersive learning experiences where employees acquire and apply cutting-edge cyber skills, fostering a collaborative environment where their expertise elevates the entire team's capabilities.”
In addition, the CIO is emphasizing opportunities for small business participants. The CITEP program, for instance, is committed to ensuring at least 20% of participants are from small cyber and IT businesses.
