Accelerating Decision Superiority Is Key
Wrapping up the TechNet Indo-Pacific 2023 conference, Adm. John C. Aquilino, commander of the U.S. Indo-Pacific Command (USINDOPACOM), spoke on his number one priority: the delivery and acceleration of decision superiority needed to stay ahead of adversaries.
“It encompasses three sets of capabilities that you need to help deliver to me,” he told industry members.
The first ask is to make it more difficult for the adversary to operate, Adm. Aquilino stated. Second, consistent and persistent targeting-level understanding of the battlespace. “Think, click and shoot,” he added. “Number three is to be able to link and close those kill chains with the weapons that deliver the effects.”
At USINDOPACOM, Adm. Aquilino’s team has developed the Joint Mission Accelerator Directorate (JMAD) to synchronize four dedicated capabilities: a joint fires network; a mission partner environment; the Pacific multidomain training experimentation capability; and a planning capability named Stormbreaker.
“When you pull those four things together,” he stated, “you get to plan, you get to deliver effects, you get to train at a higher level, and you get to do all that with your allies and partners.” The coordination of all four leads to decision superiority, he noted.

Adm. Aquilino equally challenged industry to move at a faster speed and accelerate all capabilities.
