David E. Stookey, a retired U.S. Air Force colonel, is a telecommunications industry expert and information technology and cybersecurity consultant serving as a program manager for Outlook Global Communications. A very active member of AFCEA’s Pacific Northwest Chapter, Stookey is a founding member and was essential in reestablishing the chapter. He corrected all of the tax documents and submitted them to the IRS to obtain official filing status, bringing the chapter back to compliance after several years of dormant status. Stookey established the operating bank accounts and processes and transitioned AFCEA’s Educational Foundation accounts from a local bookkeeper to maintaining the books himself, saving the chapter hundreds of dollars annually. He created the chapter coin, purchased chapter flags, banners and tablecloths, and has set up chapter luncheons and meetings over the past two years. Stookey served as a coordinator, facilitator and guest speaker for the Pacific Northwest Chapter’s annual C2 Symposium for two consecutive years. After serving as chapter treasurer for a second term, Stookey stepped up to serve as chapter president when the former president received a permanent change of station.

 

 

Stookey has coordinated the location for every chapter luncheon these past two years and increased chapter meeting events from four in the first year to more than 10 this current year. Stookey has helped increase participation from an average of 10 people attending luncheons to an average of 35 people. From the original 137 registered active members, Stookey has directly impacted an increase in individual membership to 257 members. His efforts helped the Pacific Northwest Chapter earn AFCEA’s Albert J. Myer Individual Member Growth award in 2023.

Additionally, Stookey was the first recipient of the Pacific Northwest Chapter’s AFCEAN of the Quarter award. He assisted the chapter in planning for the upcoming C2 Symposium, securing the contract in preparation for the largest event in the Pacific Northwest Chapter’s history with more than 450 participants and senior leaders, including Lt. Gen. Susan S. Lawrence, USA (Ret.), the president and CEO of AFCEA International. Stookey created the annual budgets and conducted all financial reporting for the chapter. He also serves as a voting delegate for the chapter.

Stookey truly has performed meritorious service for the Pacific Northwest Chapter and AFCEA International, making him exceptionally deserving of this recognition.
