NATO C4ISR Opportunities Abound

The alliance extends its outreach to industry.

Eleven contracts ranging from €5 million to €32 million head NATO’s menu of business opportunities in core enterprise services and joint intelligence, surveillance and reconnaissance (JISR). Officials at NITEC 2017 in Ottawa listed and described the opportunities offered by the NCI Agency.

Antonio Calderon, NCI Agency chief of core enterprise services, described seven contracts along with the expected quarters for their invitation for bids and the contract amount:

• New NATO Messaging Services, 3q 2017, €16 million

• IT modernization (ITM) and mitigation, 4q 2018, €13 million

• Unified communications and collaboration services (UCC), 4q 2018, €11 million

• SOA and Identity Management (IdM) Platform, 3q 2017, €32 million

• Information Administration Services, 3q 2017, €18 million

• Upgrade Information Portal Services, 2q 2019, €9.3 million

• Information Exchange Services, 3q 2017, €8.3 million.

Matt Roper, NCI Agency chief of JISR services, described four contract opportunities and the year they should be offered:

• Intelligence Functional Services (Intel FS) Increment 2, 2018, €17 million  

• Core Geographical Information Services (Core GIS) Increment 3, 2017, €12 million

• Electronic Warfare Functional Services (EW FS) Increment 2, 2019, €15 million

• Procurement of a NATO-owned Coalition Shared Data (CSD) server capability, 2018, €5 million

Roper added that NATO STANAGs 4774, 4778 will compel significant changes in what NATO needs in JISR services.
