James E. Ortega is the director of the Navy and Marine Corps Spectrum Center (NMSC), overseeing global electromagnetic-spectrum governance and operational support for U.S. naval and Marine forces. A retired Army veteran turned senior civilian leader, he has more than 30 years’ experience spanning joint operations, defense industry program management and federal policy.
