Bob's absolutely right. As for industry with the right DNA, it's one thing for a defense contractor to claim they understand, but it's quite another for them to prove they get it. The small and large businesses executing within the Acoustic Rapid Capability Insertion (ARCI) program for PEO Sub prove they get it every day. Their formula for success is readily apparent when RDML Brady (SEA 07) states the Navy's decommissioning the USS LOS ANGELES soon, but it has every bit the acoustic processing capability as the new USS VIRGINIA because of the ARCI program. Bob Poor's PEO C4I organization realizes this, and specifically calls out in their Open Architecture Strategy the desire to implement something like ARCI within SPAWAR.
