Army Leads Other Services in Cyber Realm
The U.S. Army is head and shoulders above the other services in the cyber arena, Rear Adm. William “Bill” Leigher, USN (Ret.), director of Department of Defense Cyber Warfare, Raytheon, stated.
“The Army is the example that I hold up to my fellow sailors. The Army doing is it exactly right,” Adm. Leigher said.
He indicated he is especially impressed with what he has seen at Fort Gordon, Georgia, headquarters for Army Cyber Command and the Army Cyber Center of Excellence. “What I see happening down here at Fort Gordon is the one, clear, sustainable process that’s being stood up. You see the requirements coming out for equipment for the Cyber Protection Brigade. You see the Cyber Protection Brigade developing meaningful tactics, techniques and procedures the soldiers are going to use. And then you see training to back up those techniques,” he said during a break at the AFCEA TechNet Augusta conference. “There is no other example I can cite where the other services are being that deliberate.”
He also praised the investments the service has made in facilities while the other military services are simply repurposing older buildings for their cyber efforts. A ride around Fort Gordon demonstrates the Army’s funding of new buildings, state-of-the-art classrooms and cutting-edge training equipment. “None of the other services have anything like that,” Adm. Leigher noted.
He also praised the Army’s leadership. Lt. Gen. Stephen Fogarty, USA, commander, Army Cyber Command, for example, is “exactly right” when he says the focus should be on broader information operations rather than simply cyber, he said. “The Army is putting the right thought leaders into this, and they’re putting money behind those thought leaders. I can’t give you a better example.”
