Sea Change in DevOps Test and Evaluation

The Navy is delivering on an agile software development environment.

The U.S. Navy has made significant progress in developing an environment for software development operations, commonly referred to as DevOps, to benefit its research, development, test and evaluation (RDT&E) community, said Rear Adm.Boris Becker, USN, commander of Space and Naval Warfare Systems Command (SPAWAR).

Adm. Becker made the comments during a question-and-answer session following his presentation at the West 2019 Conference in San Diego. “That’s been a great accomplishment over the past year in delivering on a DevOps environment in the RDT&E Network. At least we’ve started,” Adm. Becker said. “The second thing is making sure our workforce is ready to operate in that way and that we’re ready to team with industry in that way, and we’re doing that.”

Regarding test and evaluation processes for systems, technologies or capabilities, the Navy is seeing significant progress. “I think we’ve had a sea change in the broader test community, and it’s a good one,” he reported. The admiral added that Navy officials are “moving out on determining how we can look at testing the process and certifying the process” while ensuring that “we’re not conducting the same level of effort to achieve a certification that may be umbrellaed by the process itself.”

He concluded, “That’s moving at speed. That’s moving with agility.”

The admiral also announced a name change for SPAWAR Systems Center Atlantic in Charleston, South Carolina, and SPAWAR Systems Center Pacific in San Diego to Naval Information Warfare Center Atlantic and Naval Information Warfare Center Pacific, respectively. The changes will be effective February 18.
