Russell Langan, deputy project manager, Warfighter Information Network-Tactical (WIN-T), served as the distinguished speaker at the chapter's March luncheon. He provided an overview of the WIN-T programs and the project management structure, which consists of a staff of more than 700 government and contract personnel and has a budget of more than $3 billion. Langan also shared the Base Realignment and Closure strategy and transitional plans that are being developed in preparation for the transition to Aberdeen Proving Ground. He noted that approximately 60 percent of the staff will have to be replaced, and he encouraged industry partners to engage and provide support in order to protect the mission and ensure continuity of the programs.
