Chapter Hosts Event on Counteracting and Preventing Hybrid Threats

Hybrid threats have the main purpose to create disorder and gain some political advantages in target countries, in particular damaging critical infrastructures that represent systems or resources whose disruption, even partial or temporary, can affect the normal provision of services by a State in a significant way up to compromising its efficiency.

Within this context, in November, the chapter organized a virtual event, titled "How to counteract and prevent hybrid threats in the field of digital critical infrastructures: an overview of strategies and solutions." The webinar had the main objective to analyze the topic of hybrid threats within our country, in the frame of a digital transition, exchanging ideas on strategies and available solutions to prevent and neutralize them, inside defense and public administration areas, through the participation of representatives from institutions and major companies.

For the first time, the event was held virtually and Lt. Gen. Antonio Tangorra, ITAF (Ret.), chapter president, underlined how the chapter moved to these new tools in the time of COVID-19, to give room to important themes and to stay connected with the Italian AFCEA community.

Marco Braccioli, Technical Scientific Committee AFCEA, moderated the webinar. Luisa Franchina, president, AIIC, introduced the first talk titled, "Italian actions to counteract hybrid threats to critical infrastructures," where she presented the official list of critical infrastructures that will be the basis to increase prevention and planning.

Lt. Col. C.C. Alessandro, Comando Operazioni in Rete (COR), CIMA, presented 'The Infrastructure of National Cybersecurity, to prevent and react to hybrid threats," introducing the new department COR whose objective is to ensure cyber network operations in coordination with other international organizations.

"Defense and space-a new governance to protect and defend space critical infrastructures." Capt. Stefano Reversi, defence general staff, gave this speech to illustrate the national space infrastructure consisting of satellites/launchers together with the military and civil organizations that provide their service management.

Aldo Di Mattia, FORTINET, presented "From Cyber to Hybrid Threats," explaining how cybersecurity can support the Italian Ministry of Defense (MoD) to face these threats, which were initially conceived to steal data and are now directed to disrupt services and create disorder.

"The Management of a Crisis at the Time of Hybrid Threats,' presented by Rocco Nazario Ricciardi, Cybersecurity Division, LEONARDO, SpA, underlined all the procedures to apply known as crisis management in the case of cyber incidents that impact the continuity of services.

Capt. Francesco A. Marchetti, National Armaments Directorate, presented the final speech titled "Critical Infrastructure: National Military Research Plan's Strategic Relevance for the European Context," illustrating the role of technological innovation that the Italian MoD is developing through research programs at the national and international level.

At the end, the moderator coordinated the debate with questions received during the event. The president thanked all the speakers for their contribution and all attendees that joined the webinar.
