At April's networking luncheon, the chapter had the privilege of hosting Julie M. Stark, a prominent figure in naval science and technology. Stark currently serves as the science and technology manager for combatant craft at the Naval Surface Warfare Center (NSWC), Carderock Division, and also holds the role of director of the NavalX Mid-Atlantic Tech Bridge (MATB).
Stark is a subject matter expert in her field with a rich background in human factors ergonomics, autonomy and automation, unmanned systems, robotics, warfighter performance and systems design. Within NSWC Carderock Division, she plays several critical roles: lead human factors scientist, member of the Carderock Command Science and Technology Council and director of the Human Research Protection Program, reporting directly to the commanding officer.
During her presentation, Stark provided an in-depth overview of the NavalX Mid-Atlantic Tech Bridge, emphasizing its mission as a "super-connector" between the Naval Research Enterprise and nontraditional industry partners. Under her leadership, the MATB operates as a civilian-led initiative that forges strong connections across Navy Fleets, systems commands, warfare centers, military branches and federal research laboratories. It leverages key resources such as the Office of Naval Research Global (ONRG) science advisor network, including six advisors in the Hampton Roads area.
Stark highlighted the MATB's five primary technical focus areas: maintenance and sustainment, digital engineering and advanced manufacturing for maritime systems, unmanned systems, 5G data analytics and warfighter performance. In addition to its technical pursuits, the MATB spearheads high-impact industry engagement initiatives, including a Defense Accelerator program designed to identify and collaborate with innovative companies capable of making meaningful contributions to the Department of Defense.
