Biography - CWTCS Patrick J. Lucia, USN

 

 

 

 

CWTCS Lucia is assigned as the Computer Network Operations Georgia’s Joint Senior Enlisted Leader, responsible for manning, training, and equipping more than 230 joint service personnel to execute offensive cyber operations. CWTCS Lucia has demonstrated exceptional leadership, initiative, and strategic insight in advancing Offensive Cyber Operations (OCO) and information warfare across multiple domains. As the Computer Network Operations (CNO) Joint Operations Senior Enlisted Leader, he led more than 230 joint-service personnel in executing more than 1,500 OCOs, significantly expanding cyber access across U.S. European Command, U.S. Central Command, and U.S. Indo-Pacific Command areas of responsibility. His efforts directly enhanced national security priorities and operational reach, enabling timely and effective responses to emerging threats.

 

In addition to operational leadership, CWTCS Lucia played a pivotal role in talent development and force readiness to enable cyber operations. His guidance resulted in the qualification of 71 Exploitation Analysts (EA) and 4 Interactive On-Net Operators (ION), increasing the operational force by 33 percent for CNO Georgia. This surge in capability contributed to 35 mission performance awards, 23 individual recognitions, and 15 certified trainers, reinforcing the organization’s reputation for excellence and operational superiority. CWTCS Lucia also led the Continuity of Operations Planning for over 65 OCO missions, fortifying global cyber operations and strategic competition objectives which enhanced resilience for multiple sites supporting Level 1 National Intelligence Priorities Framework objectives. CWTCS Lucia has advanced the effectiveness and resilience of U.S. Cyber Forces, embodying the highest standards of service in the information warfare domain.
