Biography - LT Vincent O. Potente, USN

 

Lieutenant Potente is a distinguished cyber warrior and exceptional leader whose significant contributions to operational readiness and cybersecurity have ensured repeated mission success. As Cyber Officer, his technical acumen was immediately evident.In a single month, he nearly doubled network scan integrity scores from 48% to 90% and drastically reduced vulnerability-per-host scans from 11.7 to 4.8. His efforts in remediating four critical fleet cyber vulnerabilities and resolving a major fleet-wide IP latency issue impacting numerous warships, including three aircraft carriers, earned him consistent "Noteworthy" recognition for outstanding cyber hygiene. During the Board of Inspection and Survey (INSURV), he led his team in the Information Systems Warfare area to an "Excellent" equipment operational capability (EOC) of .78 almost 25 points above the three-year fleet average of 0.54 and a passing (green) Network Resiliency demonstration EOC of 0.85.

When he took over a broken Key Management Infrastructure (KMI) program, his meticulous oversight uncovered 13 COMSEC incidents and over 25 practices dangers to security. His decisive leadership corrected these discrepancies, enhanced documentation retention by 34%, and established new local guidance, saving the KMI Vault from decertification while preventing numerous other security incidents.
