Major Victor Ray received his commission as a Marine officer in 2012. He graduated with distinction from the Basic Officer Course and Basic Communications Officer Course in 2013. As a Lieutenant, he deployed with the Aviation Combat Element of Special Purpose Marine Air Ground Task Force-Crisis Response-Central Command (2014-2015) and with the Aviation Combat Element of the 13th Marine Expeditionary Unit (2016). He was selected for the Foreign Area Officer program and completed assignments as a Captain at the Naval Postgraduate School, Defense Language Institute and U.S. Embassy in Lima, Peru.
Captain Ray then deployed with the 11th Marine Expeditionary Unit as the Assistant Communications Officer (2021-2022). Upon his return, he was promoted to Major and reported to Headquarters Marine Corps Plans, Policies and Operations, where he served as an international affairs officer and Aide-de-Camp to the Deputy Commandant. Major Ray is currently assigned as the Operations Officer for 9th Communication Battalion. In FY25, Major Ray led a Service-level operational planning team to develop an integrated network and security operations center concept aimed at adapting organizational structures to meet the demands of an increasingly converged cyberspace environment.
