Biography - Mr. James M. Murphy

Mr. Murphy retired as a Senior Chief Petty Officer in 2008 and has been a DoN civilian since April 2011. He currently serves as the Command Training and Readiness Officer at Navy Information Operations Command Pensacola.

His leadership resulted in material contributions to the execution of three high priority Offensive Cyber mission sets and the excellence of three Defensive Cyber teams. His training team achieved record-setting CMF readiness, including the first Navy team to present a 100% Fully Mission Qualified battle roster. Additionally, NIOC Pensacola’s Target Digital Network Analysts attained 100% FMQ status and 100% completion of the Senior CMF Pipeline, the first time an entire work role reached these marks at any U.S. Fleet Cyber Command subordinate unit.

He also led significant improvements in two Defensive Cyber teams, increasing both from the lowest measured readiness to the highest. His Offensive teams completed 300 individual courses with a 97% success rate resulting in 48 personnel completing the Basic CMF Pipeline and a 20% increase in FMQ across five OCO teams. Additionally, 58 analysts – nearly two-thirds of the total compliment – completed the Senior pipeline, and six Target Analyst Reporters completed the Master Pipeline. He also led continued expansion of the largest cadre of National Cryptologic University adjunct faculty in the FCC and Naval Information Forces domains. In FY25, seven Sailors certified in a variety of courses, leading to 12 instructors delivering ten NCU courses. These instructors delivered more than 3,000 training hours for 120 Joint service personnel, saving CMF nearly $100,000.
