Jenniffer F. Minks

Ms. Minks serves as the Assistant Deputy Director for
DDS C5I supporting seven divisions and the Deputy
Director. In this role, she exercises coordinating
and directive authority on behalf of the Deputy
Director for developing, implementing, and managing
execution of policy, direction, plans, standards, and
instructions.
Ms. Minks provides oversight of material and non-
material capability recommendations and proposes
interoperability programmatic recommendations in
close coordination with the other Joint Staff
Directorates, Combatant Commands, Services, Combat
Support Agencies, the Office of the Secretary of
Defense organizations, and mission partners.
Additionally, she exercises direct authority over all
divisional operations, organizational performance,
special and staff actions, and projects within the
deputy directorate. When required, she represents the
Deputy Director to the Joint Staff, and the Office of
the Secretary of Defense while also directing and
coordinating the staff of an SES two-star level
Deputy Director. She advises and assists the SES two-
star Deputy Director on all matters related to C5I,
professional military education, future capability
development, assessments, policy, personnel matters,
financial oversight, contracting strategy, future
year defense program development, and the creation
and implementation of long-term strategies that
effectively support the organization's strategic
objectives, and supports Combined Joint All Domain
Command Control to maintain a forceful edge over any
current or future adversary, competitor, and/or
pacing threat. Key to her job is coordinating with
all seven divisions and their Branches, along with
operations and actions internal and external to the
Deputy Directorate. She provides advice, through
divisional work plans, personal research and
participation in DoD sponsored work groups and
governing bodies, to the Deputy Director, and J-6
chain of command on Department of Defense C5I
requirements, capability development and
interoperability assessments.
Ms. Minks served on active duty from 1993 to 2016,
in a variety of U.S. Air Force Communications and
Cyber assignments. She deployed to Saudi Arabia as
the Operations Group Executive Officer; Kyrgyzstan as
the Communications Squadron Commander; to Afghanistan
as the Chief, Afghan Cyber Defense Cell, and
completed a 1-year assignment working communications
requirements in S. Korea. She was a squadron
commander both in- garrison and deployed, as well as
a deputy group commander while in Germany.
Additionally, she served on the Headquarters Air
Staff as an action officer supporting the development
of the Air Force¿s POM submission and the A6
Commander¿s Action Group. She culminated her military
career on the Joint Staff. The first assignment was
with the J6 working FMN and Cyber projects. Her final
two years were as J7¿s Chief, Cyberspace Environment
Division, with the Joint Information Operations Range
where she worked with Combatant Commands, Services,
agencies, academia, and industry in support of Cyber
training, test and evaluation requirements.
Ms. Minks is a graduate of Texas Christian
University, receiving a double Bachelor of Science
Degree. She is also a graduate of the US Air Force
War College, US Air Force Command and Staff College
and the Joint Forces Staff College and holds two
Master of Science degrees, the latter from the Air
Force Institute of Technology. Additionally, she is a
graduate of Harvard¿s Kennedy School and Johns
Hopkins Leading Data and AI-Enabled Organizations,
