  • Knowing that digital transformation will upend many of our legacy Intelligence processes, what is the balance of responsibility for leaders to preserve the effectiveness of today’s structure while avoiding a drift into obsolescence?
  • What changes do we expect in the ‘data’ environment, and how does that impact traditional tradecraft?  Are humans sufficiently able to hand-curate the volumes of data we expect?  What role could machines play?
  • What are the implications for ‘explainability’ in intelligence outcomes?  How might roles change in an environment of machine insights and human intuition?  Might machines check human outputs, or will humans check machine outputs?
  • How do we build trusted relationships with the technology we implement?  How do we ensure the IC’s responsibilities to not only avoid risk, but also seize the opportunities that technology provides the analytical community?
  • The IC has a reputation for looking inward to solve challenges, not to reach out to commercial solutions.  How can the IC create the right partnerships with commercial companies to become a leader in technological transformation in an information age?

Focus Questions

  • The former ODNI SRA would perform a SER, to look back, and grade the performance of past IC initiatives (i.e. CNCI).  In that vein, what grade(s) would you assess for some of the more recent IC Initiatives like AIM, Identity Intelligence, Acquisition Agility, etc.  Did they accomplish their intended outcomes (advancement in technology, new policy, etc.)?
  • In past architectural capability upgrades, the main focus was on selecting/funding the new Collectors—And PED requirements and resources were debated in later POM cycles.  Are the new PED integration requirements fully understood and resourced?
  • ICITE was a big IT initiative driven by the ODNI and USD(I&S), to push toward cloud capabilities, while reducing IT costs.  Is there an ICITE 2.0 coming next?  Distributed Common Ground Station (DCGS) was the organizing construct for warfighting PED—what comes after DCGS?  Will there be any big policy or capability changes in the direction of the IT portfolio (i.e. On Prem vs Off Prem; Reach-back vs In-Theater)?
  • The NDAA directs officials to establish an “Intelligence Community Innovation Unit (ICIU)”.  Will DoDs DIU be a model for this new ICIU?
  • There have been many reports on the future of OSINT—what will the strategic direction be from the ODNI and USD(I&S) wrt OSINT?
