Francis "Skip" Hiser III, director of communications and information systems for U.S. Fleet Forces Command in Norfolk, Virginia, delivered an insightful address during July's networking luncheon at the Founder's Inn.
Hiser provided a thought-provoking analysis of global competitive threats posed by China and Russia, emphasizing perpetual conflicts and ongoing threats to the United States and the Department of Defense.
Hiser discussed the pivotal role of Congress in allocating budgets and resources for National Security and National Defense requirements; the public sector, providing quality of life demands against the nation's defense priorities; educating the public, discerning fact from fiction in social media and informing what is truly important to the military mission.
Addressing a significant current challenge, Hiser spoke about navigating the journey from conceptualizing to implementing systems on ships. He emphasized the necessity to "work with industry to make this happen without being obsolete."
In concluding his remarks, Hiser highlighted that "space is going to be the next war-fighting domain." He urged the audience to explore information warfare strategies, utilizing systems to deter adversaries through kinetic and nonkinetic means across cyber and space domains. He stressed the importance of manipulating these ecosystems to advance U.S. interests.
Hiser's presentation underscored his commitment to advancing technological integration and strategic collaboration within the Navy, setting a forward-looking agenda for future defense preparedness.
Also, during July's luncheon, Hiser presented several awards to recognize his team. The Local Registration Authority Team within the N6 Directorate at U.S. Fleet Forces Command (USFFC) won Cyber Team Professionals of the Month; his USFFC Cybersecurity Branch, Farah Calazara, Leanne Collier and Luis Lopez, won Civilian Cyber Professionals of the Month; and Jermaine Jones won the AFCEA Civilian Cyber Professional of the Month for July 2024.
