ITT Corporation realigned its former Defense Electronics and Services segment into ITT Defense and Information Solutions on January 5. The move consolidates the business' seven divisions into three in an effort to streamline efficiencies and to respond better to its anticipation of future customer needs.

Information Technology in the federal enterprise does not work like it does in Hollywood. Although there are plenty of success stories to go around, federal IT is more limited and constrained than we would all want, for lots of reasons. Some of the reasons are just do to complexities and limited budgets. Some of the reasons are for security. Some of the reasons are because of the way the government funds its agencies and manages programs. And some of reasons are because we humans have designed things using the wrong models and implemented them to serve workflows that are flawed to begin with.

If you've been following this blog, you know I like a varied approach to penetrating these complex agencies. Unfortunately, they do not exist to make life easy for sales folks, but I have found if we know how to work with them, there is more to be gained then by complaining.

When it comes to cybersecurity, the time for talk is over and the time for action is way overdue, according to one cybersecurity expert. Policies and procedures have been talked to death through books, symposia and even movies. Technical solutions are available, but each is sitting in its own silo where it isn’t likely to be the most effective. And as for information sharing about cyber incidents and threats, not only does it not occur, but the environment isn’t conducive to it.

Bandwidth demands and the increased use of autonomous aerial and underwater vehicles are among the challenges for the nation’s aging fleet of ocean research ships. A new report predicts that the fleet will face even more demands on its time in the future.

Improving the way we share unclassified information is essential to the success of the president’s strategy for Afghanistan. The reason is straightforward: The United States and its coalition partners must engage effectively with the populations they are trying to influence to achieve the social, political and economic goals for which their military forces have been committed. In Afghanistan, these populations include governments at various levels, security forces, businesses and the Afghan people. Unclassified information is the path to most of these audiences. It also is a key channel for them to help us understand their needs and the knowledge they have.

As we kick off the new year, it is appropriate to give you an update on AFCEA—what have we accomplished over the past year and where we are headed in 2010.

The total population on the Internet is 1.6 billion. The majority of users engage in social computing, where numerous online services offer opportunities for sharing information. There are currently 156 social computing sites, but that number is growing to meet increasingly diverse interests. Sites with more than 15 million registered users include Digg, FriendFinder, Facebook, Flixster, Flickr, Friendster, Habbo, LinkedIn, MyLife, MySpace, Orkut, Plaxo, Twitter, YouTube, UStream and Wiki. These services had a total membership of 1.4 billion as of last fall.

The problems presented by information technology acquisition pale in comparison to those of cybersecurity acquisition. Challenges range from rapidly changing requirements to outmoded criteria for the security work force. And, these challenges coalesce against the backdrop of an ever-increasing cyberspace menace that is growing in both size and sophistication worldwide.

The U.S. Army has ushered in an era of unprecedented information sharing with the introduction and spread of its Warfighters’ Forums. The online collaboration tools enhance communication between operating and generating forces while simultaneously building upon the way young soldiers interact. All three Army commands—Army Forces Command, Army Training and Doctrine Command and Army Materiel Command—are involved with the forums, which provide a proactive means to enhance dialogue.
