The U.S. Defense Department is transforming its intelligence infrastructure to meet the revolutionary changes that the military is undergoing. The very nature of intelligence is changing with the revamping of the force, and its application promises to be a key issue in the success of that overall military transformation.

The next step in network-centric warfare will be the creation of networked sensing suites that tailor their observations to the adversary's rate of activity. These various sensors will concentrate on observing changes rather than on observing scenery.

Warfighters may experience some frustration as well as exhilaration in the network-centric environment. Today's multinational exploration of emerging technologies has uncovered some new challenges that military forces face as they push the envelope on new capabilities. More than a decade of systematically examining technical interoperability issues has led to smoother execution of the technology demonstration and maturation process and realistic expectations on the part of both industry and the military.

Virtually every piece of military electronics hardware, from the simplest handheld personal computing assistant to the most powerful mainframe computer, faces the challenge of interoperability to fit into the U.S. Defense Department's Global Information Grid. Designed as the ultimate military networking project, the grid is a cornerstone for achieving the information superiority outlined in the department's Joint Vision 2010 and Joint Vision 2020.

The U.S. Army is changing its combat philosophy to resemble more closely those of the other services. Instead of being the armored force that can absorb whatever an enemy hurls at it and respond in kind, the transformed Army will rely on advanced technologies to prevent an enemy from inflicting harm on U.S. forces. This new approach could include eluding adversaries and their weaponry, or striking first before the foe can bring its weapons to bear.

The U.S. military's goal of a network-centric warfare capability is a step closer to reality with the recent contract award for the development of a long-awaited family of advanced radios. The devices will eliminate communications difficulties between terrestrial and airborne units through the use of common waveforms, creating greater situational awareness and enhanced survivability for warfighters.

The U.S. Coast Guard has embarked on an ambitious modernization plan that calls for new ships and aircraft built around a network-centric architecture. The program addresses both the need for a broad-based update of Coast Guard hardware and systems as well as the enhanced homeland security role assigned to the maritime service.

The rapidly transforming U.S. Army is developing an entire force of next-generation fighting systems around information technology capabilities. This force, which is being designed from the bottom up to suit the requirements of the 21st century, will incorporate a host of new technologies that will work in concert to achieve desired warfighting goals.

The war against terrorism in Afghanistan has propelled the National Imagery and Mapping Agency into the future ahead of schedule. Faced with an urgent demand for intelligence on a region of the world not fully covered in its databases, the agency turned to private industry for products and services. And, it introduced advanced methods and products of its own to serve decision makers and warfighters.

The U.S. Navy is moving full-speed ahead on the tide of transformation by using the Web to address the military's incessant problems with interoperability. The approach is called Web-enabling, and it is the same technique that allows consumers to transfer funds from a savings account to a checking account or register for a class at a local high school.
